Press Release
Hasbrouck Heights, NJ -- April 25, 2001

Examination Management Services, Incorporated, (EMSI) the life insurance industry's largest provider of information services, today announced that it has selected PaperClip Software, Inc (Nasdaq: PCLP), a leading provider of Integrated Document Management, Exchange and Capture solutions, as the organizations document management solution provider. EMSI will utilize the PaperClip Software solution along with PaperClip's Internet Express service to automate its 250 branch office locations.

By combining PaperClip Software's client-server document management product with Internet Express, the insurance industry's leading document exchange network, EMSI will provide a more secure and timely method of moving critical information to its' insurance company clients while reducing operating costs within its' branch office structure.

"The PaperClip solution will provide EMSI with the ability to enhance our relationships with our customers by providing information to them in a more timely manner," said Richard Peranton, President and CEO of EMSI.

"By automating our branch offices we enable them to operate more efficiently which reduces our operating costs, while increasing customer service in what has been a very paper-intensive process," added Peranton.

"PaperClip Software offered us a proven solution set, with minimal investment and relatively simple integration," said Robert Holladay, Chief Information Officer of EMSI. "This allows us to move quickly to automate our branch offices while preserving our organizations technology resources. We will immediately begin to alter our method of delivering exam results to our clients and have already begun to replace our 100,000+ paper forms with an electronic forms library. The combination of these two initiatives will revolutionize the way our customers receive field collected data as well as how our examiners get current, state-compliant forms," continued Holladay.

"EMSI is a tremendous addition to our growing list of customers," stated Mike Bridges, President of PaperClip Software. "Our business strategy is centered on creating secure and self-managing communications focused on integrated document management (IDM) interoperability using open standards such as Electronic Document eXchange (EDX) Standard V2.0. EMSI's decision further confirms the validity of that operating model," continued Bridges.
